[New staff] Doug - Community Relations Specialist

Description

After talking to Doug, I think we should consider a role to allow him to become our official PA. He calls himself mine anyway.

I'd like to as part give him access to our private IRC channels, triage access on GitHub and #acl*security.

Assuming I can get puppet sorted and better permissions, we then might expand this to icinga and/or access to make some config changes.

Checklist:

@RhinosF1 I can see the private repo now, but haven't looked for the fancy buttons yet. In which repos will I have fancy buttons?
